Looking to book a r/t yyz-tlv on elal.it's cheaper with an ota than with elal direct, but more for the lap child. Anyone know if I can book the adult and then call elalelalelal to add the baby?

LH can be 17k - YMMV.
Call LH and book using LH miles.

2)  Also, my miles&more account only has a temporary number.  CSR said I need to have miles in there in order to get a permanent number.  I can't look online to book until I get a permanent number.  Ideas?

If you are looking to book EWR-LAX then search UA.com for their availability. Otherwise you can call LH for them to search.
