Doesnt only Southwest fly that route? Try hidden city if they are too expensive.
Or use points even on a hidden city ticket

That's what it looks like. SW or hidden city, were my first two guesses. I posted in case someone with more experience knew a different/better way.

ETA: UA goes to BWI but via EWR so probably not ideal. SW is the only one going to BWI direct.

My family member wants to specifically get on  BA flight from ny-tlv roundrip.  whats the optimal way of doing this through points and minimal or no fuel surcharge?

LAN is the only one that doesn't charge YQ on BA.

Probably best is to book with CX for 175k RT.

You're gonna be paying more by booking with BA, and even more if you transfer MR to BA at 250:200.
