Incorrect, they can hold partner flights too. they just can't guarantee that the partner won't cancel the reservation, but i have yet to see it happen before 4-5 days.

What's the best option for ORD-TLV RT with a stop in either or both directions in Budapest? Would I be better off booking an open jaw and booking one leg separately? Looking for J preferably but Y will do.
ETA: Looking to stop in Bud for ~24hrs

Looking to book 2 non-stop J Saver award tickets NYC-SFO in January sometime with lie flat seats but need to plan in advance(cant afford to wail last minute) but right now nothing seems available.  Is my best chance of something opening up with AA, United or Delta?  Should I use Virgin Atlantic to book delta metal etc???

Nope, although there ex-VX planes have a nicer first class seat then their regular AS planes.

Living in brooklyn, takes some time to get to lga, while jfk is a breeze.

 I can take a 945am flight from jfk-yyz for 135 and I will try to apply for GE.
   Or
 Take a 755am flight lga-yyz no GE,but 99$ or book with avios for 7.5k+$5.60?

 Which sounds better?
Good chance I can get a ride to jfk for the 945am flight vs lga will need a cab for 30-35.
 And even should i take the lga,paying $99 is better then redeeming 7.5k (Real reason I want yo use the avios as they expire in November, to lazy to book and cancel for tax and fees.😉).
