DL F has pretty good prices, hovering around the 175usd area.

DL award is around 11k + 50usd  in F.

Prices are usually higher within the week and always fluctuate. If you fly that route often, you should be familiar with the rhythm.

So if you value DL @ .1, its somewhat the same thing, depending on date and if your trying to maintain/achieve status.

The other option is BA Avios/Iberia/Ethiad..... with AA which has sucky availability in J to NYC [not phl].

You mean 0 availability.
 I've gotten bumped to their so called bussiness class seats just for being a friendly passenger with the stewardess. 
 You ask nicely they will usually put you up front no questions asked. Whether bulk head, single isle seats, seats that bulge out with unlmtd leg room.

Correct, but with AA, the economy is the J class or vice versa.
There's no business seats on that small aircraft. I have yet to see a business class seat on a YUL/YYZ-NYC flight with AA, yes I know ba has a business option when booking for a few more ba avios. Only time I used the J class was when I needed to get to toronto and there was no avlblty to be found so booked the j ticket.
 Took that route many times but never once did I come across a J. Yes westjet or one of the other airlines might have some wider seats for the 1hr flight.
   Even AC is tiny seats, as well as united. There's no need for bigger or better. Business means you get 2 cups of water without having to ask and some biscuits.
 Flew in the standard econ with these flights, and was given free pringles ,pretzals, cans of soda and what ever there was availible on the flight.
