Opening a bank account in Europe as an American citizen will require  reporting on U S tax report - I think you  can still open  EUR0 acct with  a U S bank -- try  EVER BANK

AFAIK, there are many banks that won't even allow US citizens to hold accounts after the new FATCA laws.

I also don't intend not reporting this account.

I will look in to Ever Bank, but I suspect I will need an account with a European bank.

I need to have Euros wired to Europe, so ever bank won't work.  I tried www.dbk.de but after I filled out the application (which included a list of all the countries in the world for residence) they declined me and said they only offer accounts to residents of Germany, Austria, and Switzerland.

Had  no idea what you were re really trying to do or why --like u said u need a bank in Europe think it is going to be difficult -- maybe try Barclay-- or a "European "  bank  in the country you work in  that has branches in countries you feel safe -- in the past you could go to a Greek bank that was own by the french and they would open an account in France -- NOT ANYMORE

The big U.S. banks all have branches in various EU countries and can open accounts there for U.S. entities. Typically they do it for their mid to large commercial and Corp customers. However, depending on your status at Chase or citi they may allow you as an individual to open the account. If it's just a matter of sending euros via wire most banks will send dollars from here with instructions to the EU bank to convert. Obviously you will lose some money and fees on the conversion. And last but not least you can usually walk into any bank in switzerland, Lichtenstein , even london ,etc... and open an account but there will be minimums and fees. Usually very high minimums.

I wire euros all the time through Chase, you need to have higher performance business account and activate international wires. When you set up the wire it gives you the option of sending it in any currency. Just check the rate etc.

Sorry I have not been more specific.  I need an account with no or low minimum where I could on short notice wire in Euros, keep them as Euros, and wire them out as Euros.  Citi UK is a CitiGold account with a 75k min.

I'm not sure if this will help, but you can look into WorldFirst and Currencies Direct
