Do the Verizon iPhone 6 come unlocked?

I sold a Verizon iPhone 6 directly through Paypal. The buyer asked if he can use the phone on other carriers. My understanding is that Verizon iPhones come unlocked, so I told him yes. He is now disputing the charge with Paypal, claiming it doesn't work with other carriers. Does the Verizon iPhone 6 come unlocked? Is there something I need to do to unlock it?

Verizon smartphones only come unlocked for international use.  They will not work on any other US carriers

All Verizon LTE devices are unlocked. From Verizon's website "We do not lock our 4G LTE devices, and no code is needed to program them for use with another carrier.", it is the law, don't remember the reason behind it.
The person is just dishonest and trying to get his money back.

Thanks. In the interim they ruled in his favor and told him to ship me the phone. I received the phone but obviously the box was opened. The price for selling a open-box is significantly lower. Also why should I have the responsibility to deal with it? I have had more than 100 transactions with and never had such a issue. When they originally ruled in his favor, I called they up to explain my position, and was told they would reavaluate and get back to me. They never did. Instead my account was put $700  in the red. When I called again to complain they agreed to credit the $700 for 30 days. Paypal told me I can file some kind of dispute. Anyone have experience with this kind of issue. any guidance what I can demand of them?

First, have you tried to make sure it's unlocked? There is a tiny little chance that it was locked by mistake though I don't see how that could happen, I just know I once had the issue with a T-mobile one purchase at the apple store! Then refer them to Verizon's law and insist that the buyer probably just wanted a refund and lied. At this point it's between you and PayPal, the guy has his money.
If it is locked, see wherever you got it or with Verizon, and say you want an exchange and not an unlock.

Try any T-Mobile or att sim. There are some websites that will give u this info too. Not on my computer right now but google.

I was on the phone with Paypal for about an hour...despite seeing the above mentioned Verizon Policy they refused to refund me for the loss in value. I kept my cool with them but I'm so angry...they said they provide buyer protection but not seller protection.. to which I claimed to only agree to legitimate buyer protection, but in this case the buyers claim was clearly illegitimate...just kept on repeating the same thing over and over...

+1. It has nothing to do with being locked, they just run different things one is CDMA and the other is GSM so Verizon is unlocked to work on any CDMA network.
