Empty CO Business First Seats from TLV

A few days ago a came back from TLV to EWR in Business First and I saw at least 3 empty seats. I figured the crew would be using them, but they stayed empty the whole flight.

Is that normal? Why doesn't Continental upgrade every person they can?

I have seen in the past where airlines dont want to upgrade 'regular' flyers to First Class since it takes away from the exclusivity of it.

Continental only gives complimentary upgrades on airplanes with first class or international business class.  Complimentary upgrades are not given on planes with businessfirst class.

At any rate it is extremely rare for CO's TLV flights to have an empty BF seat, let alone 3!

I typed in on pda.continental.com the latest TLV to EWR flight and the upgrade list had over ten people on it. So what does that mean that they don't upgrade to BF?
What's the difference between international business class and BF?

There are upgrades to BF, but they are not complimentary. They cost miles + a co-pay that varies based on your fare paid.
BF is CO's premium international product.  International business is similar to domestic first.  Premium markets offer BF, secondary markets offer international business.
E.G. IAH-CCS has international business but IAH-GRU has BF.

So every one on the upgrade list used miles and cash? What does that usually cost? It must be worth it if what I've seen on pda.continental is any indication.
Does every plane with International Business also have First Class? Is that first class the same or better than BF?

Oh, I found the reward chart- not so worth it it seems, when a full ticket is only 100K or 70ish?? when done thru Alitalia

EWR-TLV BF upgrade is 20K miles one way from full Y and 30K miles one way from all regular fares.

CO only flies 2 class planes, domestically the premium class is called First, internationally it's either International business (similar product to domestic first) or BF.

Dan, My ticket to go to Israel for Succos is in an H class and there is no co pay to upgrade its just 30,000 miles each way
