When the same guy came at 5pm it didn't take long for him to be sent out. When the place is empty except for a few Israeli Bochurim it's very easy for such a story to take place.

But it's easy to understand that say Merkos isn't going to start paying for security on a place that they consider occupied territory.

There was no police car parked outside.
Only the car which the perpetrator arrived in. (They're usually not there after about 11pm). Apparently the first chip was from the command center on the next block.

How should they check if someone is Jewish?

That may not necessarily be relevant.
When it came to a common cause like installing surveillance cameras (which watch every inch of 770) on all floors, they somehow knew how to get along with the Gabboim.
IINM they were paid for by the gov.
Although admittedly paid security is probably a little more complex than cameras...

he was still alive for a while after the shot... Not directly fatal -- bled out later, perhaps. Apparently he did NOT walk in off the street
