reduced mileage for AA points ticket, for Citi AAdvantage cardmembers - worth it

HI -
because you can't book these reduced mileage tickets online, you have to pay a $25 fee. Is it worth it?
For eg I want to fly one way from MIA to DCA in February, and DCA is a "reduced mileage" airport for the month of February.
So instead of using 12,500 points, I will be using only 8750 points, which means I'm using 3750 points less than usual.
Is it worth it to pay $25 to save 3750 AA points?
