The thing is they only offer to do the documents not the management and as pointed out in the following links there are lots of guidelines needed to meet in order to bo compliant.

HRA management for $75 a month but don't work with Stand alone HRA only small biz plan.

Zane benefits have questionable (and IMO unethical) business practices. Their main business model works on getting the commissions on your benefits, while providing you a technology platform for HR. If they can't get commissions, they are not interested in you. They have also been fined in at least one state for selling insurance without proper licenses.
My questions are in regards to Stand alone HRA, do I have to offer it to all employees? Do I need to follow all the guidelines in order to be compliant? and more.
The short answer is YES! If you don't, it might go undetected (very hard to know what will happen, as this is new), but is it worth the risk?
This is l government at best someone wrote this so he must understand it.
