group plans, medicare supplement, medicare advantage, part d plans, temporary plans, dental etc...

I can't speak for other states, but in NY  Anthem is Empire Blue Cross Blue Shield. Prior to Obamacare there wasn't really an individual market in NY. Health insurance was either Large Group (over 50) small group (2-50) or government subsidized (medicaid, Medicare, Healthy NY, child health plus and family health plus).

Several years ago Empire all but exited the small group market, by first terminating most broker contracts (except for those producing large volumes) and then by virtually eliminating commissions and making whatever plans remained totally uncompetitive.

When Obamacare came about, Empire introduced a new network called Pathways and reentered the small group market and the individual market. The first year that the Pathways network was introduced in NY, many providers didn't accept it. However later on that network was developed and it is one of the best in the NYC area on the exchange.

If they leave the exchange, my guess is that they will refocus again on the large group market, and possibly have some small group offerings, as well as government sponsored plans such as child health plus, medicaid, etc.

This will be nothing new. Unfortunately with the way this business goes, one can't just select a plan and remain with it long term. Plans and provider networks are constantly changing.

If I am self-employed and don't qualify for any subsidies from the government where is my best option to get insurance in NYS?

I am sure you treat them equally and have seem enough here for that to have been my working assumption the entire time. On the other hand by definition you will be limited in what you are able to do for policies not purchased through you.

Purchasing on the exchange with myself being assigned as broker is purchasing through me. In NY, there just aren't many options in the individual market, it's about knowing what to look out for (networks, as there are no out of network benefits for individual plans in NY), and being able to help with the financial analysis of possible scenarios.

In NY you are able to be assigned as a broker on the exchange? I didn't know that. I guess I wouldn't know if it is like that in NJ either.

While I am licensed in several states, for many years I have focused solely on NY when it comes to HEALTH insurance, as each state is totally different.

In NY, prior to Obamacare there were virtually no options for individual health insurance, unless one qualified for some kind of government sponsored (including Healthy NY) program. However, the small group market is relatively easy to navigate if you know what you're doing. The one big change to that market brought about by Obamacare is the elimination of small business groups consisting of only husband and wife (which was an easy workaround for many people). Apparently NJ takes that even further to exclude owner-only groups, though the rules must be so vague, that different carriers interpret them differently, depending on business entity.
