I am not so sure about that. Pre-Obamacare, anyone without coverage could go to an emergency room for treatment, insurance or no insurance. In theory, that might be still true, but practically, it is a lot harder to be seen nowadays without insurance.
And how many people have coverage, but avoid going to the Dr. due to excessive co-pays and deductibles (and not being allowed to use HSAs along with those plans, and FSAs being limited)?
How many people chose to just not be covered, rather than pay outrageously high premiums for that coverage with high deductibles and co-pays?
You want a working system, level the playing field and force transparency into it. Anything else is likely to fail.
