Kids were on Fidelis but they did not take the tax return I submitted so on 2/2/20 they said the docs are invalid and the coverage is terminated, I reapplied and they are refusing to give me anything but a 4/1 start date which does not give me coverage for my kids for March. I submitted an appeal and they said a telephone hearing will be scheduled.

Any tips/ideas how to get this fixed?

I had a $3,000 family deductible HSA until last year when the increase was so high that I shifted to a $10K.

I don't see how the lower deductible plans make any sense.

My renewal options for family of 5 are:
$1,500/person deductible/$3,000 family deductible =$22,356/year premium
$3,000/person deductible/$6,000 family deductible = $17,952/year premium
$4,000/person deductible/$8,000 family deductible= $15,972/year premium
$5,000/person deductible/$10,000 family deductible = $13,572/year premium
2020:

$1,500/person deductible/$3,000 family deductible =$25,038/year premium (+12%)
$3,000/person deductible/$6,000 family deductible = $20,093/year premium (+11.9%)
$4,000/person deductible/$8,000 family deductible= $17,871‬/year premium (+11.9%)
$5,000/person deductible/$10,000 family deductible = $15,174/year premium  (+11.8%)

I wonder how long they will keep extending my grandmothered plan?

Extended through 12/31/20.

What makes the plan not ACA compliant?

NJ

IDK.

In general there's a special enrollment period when one loses coverage. But there might be a gap in coverage (which you might be able to retroactively close if you so wish).

CMIIW, as long as you can get a letter from the insurance that you're losing coverage effective 9/1/20 you should be eligible for special enrollment.

Even though I withdrew voluntarily?

I assume your plan year is ending on 8/31, I don't think you're required to sign her up again.

NJ getting its own exchange:

Quote
Starting with the 2021 Open Enrollment Period, which begins November 1, 2020, New Jersey residents will no longer use healthcare.gov to enroll in Marketplace health plans. Instead, Marketplace plans and financial help will only be available through Get Covered New Jersey (getcovered.nj.gov).

Get Covered New Jersey will launch November 1, 2020 with new consumer benefits and a new consumer experience. For the first time this year, eligible New Jersey residents will have access to a state subsidy, called New Jersey Health Plan Savings, that will provide additional financial help to make Marketplace coverage more affordable. Under the State-based Exchange, New Jersey residents will also benefit from a longer open enrollment period, that will be extended from six weeks in recent years to three months.

Just noticed this question thought I'd let people know.. I'm assuming you're enrolling in the marketplace to get tax credits or cost sharing? That maybe an issue if you're workplace is offering you coverage unless it's not considered "affordable" or you can just make a "mistake" and sign up and you'll only have to pay back some of the tax credits depending on your income..  Or if you're looking for a regular plan without any tax credits etc. Why not call an agent and give them commission?

Insurance Companies that pay commissions on individual health policies, pay them whether they are purchased on or off exchange.

I live in NJ and currently have a catastrophic plan, I expect my wife to lose coverage in the middle of the year. Would I be able to change plans in the middle of the year to one with better coverage?

Losing coverage is a reason to be able to get individual coverage outside of the open enrollment period. Your wife can have a different plan than you (if you're on Catastrophic, you're not getting subsidies anyway).
