Appears that you can get a full refund if you cancel within 24 hours only if you booked 7 days in advance

GUIDANCE ON THE 24-HOUR RESERVATION REQUIREMENT
NOTICE
This notice provides guidance to U.S. and foreign air carriers regarding compliance with the
customer service rule that requires carriers to hold a reservation at the quoted fare for 24 hours
without payment or allow a reservation to be cancelled within 24 hours without penalty (the “24-
hour reservation requirement”). The 24-hour reservation requirement is mandated by the
Department of Transportation’s consumer rule “Enhancing Airline Passenger Protections” (14
CFR 259.5(b)(4), 76 Fed. Reg. 23110, 23166, Apr. 25, 2011) and applies to all reservations
made seven days or more prior to the flight’s scheduled departure time.

In addition it appears some airlines like US airways do not grant full refunds for award flights even if you cancel within 24 hours?


24-hour refund rule

You're allowed to cancel your refundable or non-refundable ticket for a full refund (and no change fees and/or difference in fare) within 24 hours of booking.

Rules:
You must call 800-428-4322 (800-245-2966 TTY) within 24 hours of purchase to cancel the reservation and request a refund.
The reservation must have been booked at least 7 days before scheduled departure.
This policy does not apply to Dividend Miles award tickets.
Refunds are only issued for tickets booked on usairways.com or with US Airways Reservations.

No, the 24-hour refund/reservation requirement for airlines does not apply to tickets booked through online travel agencies, travel agents, or other third-party agents.  However, these agents are free to apply the same or similar procedures to provide equivalent or similar customer service.

If you purchased your ticket through an online travel agency (or other agent), you should contact the travel agent directly to obtain a refund before contacting the airline."

MyTrip(travel agency) has so far not refunded us even though we cancelled our Spirit flight with Spirit within 24 hours and Spirit shows a refund.  Is MyTrip allowed to keep our funds (I am assuming they have our payment) if technically they not are not bound by the 24hr refund policy? They can be justly or unjustly enriched in a way?

Has anybody else had issues with these smaller online agencies refusing  to refund to the customer the flight payment even though airline refunded the payment?

Maybe not typically, they might not be on the regular GDSs, but wouldn’t put it past these weird OTAs to resell these and do the booking themselves.

You can cancel the next day but still within 24 hours, e.g. if you booked at 5pm and cancelled at 9am.

yes but remember I booked through Mytrip.  It seems according to DOT rules the 24hr refund policy does NOT apply to OTA but then again can they enrich themselves with my flight payment.  Would love to hear a legal angle?

So I booked 8 tickets with Turkish Airlines+an extra seat last night. Want to cancel and rebook with a different CC. I tried canceling online but it said that since I have an extra seat, I need to call customer service. I called twice and they said they can't do it because it's too many ticket. I told them it's not only their policy to allow cancelation, it's actually US law. They refused. They also refused to transfer me to a supervisor. What are my options? Should I file a complaint with the DOT? If they take it seriously, will I maybe get something financially out of it? If not, I'll probably just let it go.
