There are no Credit Cards that will cover Liability.
Visa, Amex, MasterCard and Discover will cover Loss Damage Waiver / Collision (CDW/LDW)

Cards that cover CDW/LDW in Israel:
Chase: Sapphire Preferred ($95 annual fee)
American Express Gold $195AF
Discover (accepted in Israel as Diners' Club): More, Open Road, Miles, Motiva (none have annual fees)   Policy link

You must present at the time of rental a copy of your policy or a document from the CC company stating that the insurance coverage applies to Israel . You will still have to purchase 3rd Party Liability, but you will save some shekels and have no deductible for damages.

Visa does NOT cover:
  • Cadillac Escalade
  • Mercedes GL series (they do cover GLK)
  • Mercedes E class
  • Corvettes
  • Camaro ZL1

AMEX premium will charge $24.95 per rental and they cover:
  • Up to $100K for damage or theft and accidental death or dismemberment coverage ($250,000 for California residents), up to $15,000 for excess medical expenses per person, and up to $5,000 for excess personal property coverage ($15,000 for Florida residents)
  • Any car from Mercedes, pickup trucks, Porsche and 15 passenger vans.
  • There's no need to pay for the full amount with money, even if it's with points or coupon rental and you pay just $2 fees they will still cover you.

so my family member from Israel will use a United cc(authorized user) to get primary CDW on a car reservation in Orlando but how can she get liability coverage?  US residents usually use their own auto policy for liability coverage for US car rentals what about foreign residents?

I understand but most of us in this forum in the USA I would guess do not add that as we rely on our auto policy for rentals in the USA.  I wanted to know what options my Israeli family member has besides adding/paying for it at the rental desk

Maybe most that have a car of their own, i doubt that it's most of us on this forum..
If they are renting for an extended period they can call an insurance company and create a policy that covers liability only.

They are renting for only 4-5 days in Orlando
I would certainly most if not almost all have a car or at least are covered by some auto insurance plan
I am wondering now if their Israeli coverage may cover them in the US?

I am curious what experience Israelis have had renting in Israel with a CC that provides appropriate insurance.

I have a Barclaycard Arrival World MC, and I have a letter of coverage confirming worldwide coverage including Israel.

At Shlomo Sixt, they refused to provide me with their LDW-only contract unless I could produce a valid US driver's license as well as a US passport with an entry stamp from less than one year ago (presumably to show that I am allowed to drive on the US license in Israel). Despite multiple calls to the manager, they insisted that this was the policy.

At Albar, they had no problem providing me the form to decline CDW.

Had anyone else had similar or different experiences with these or other rental companies? I want to avoid getting stuck in a messy situation like I did with Shlomo Sixt. Are there different company policies or did I just get stuck with some grumpy employees?

*sigh* I want to vomit and cry but here it is.

In sf this morning I put my laptop in car trunk, went to get coffee. It was either then or at the museum legion of honor that my backpack was stolen.

Second time in sf and here I thought I was being smart as it was in trunk.

My laptop stolen but who cares, they stole my tefillen. I'm crushed and devastated plus it's 1500$? For new rashi tefillen.

I scoured the garbage cans within 1 mile of coffee shop but nothing. I should have done museum garbage cans in area but frankly I'm wiped.

I went to sf pd and filed a police report.

Now, here's where I hope I can find some comfort, I used my business amex platinum to rent car. Last time I was left with nothing because I used my chase sapphire.

What's my next step. Call amex?  Also I need my laptop to work, will they pay for me to buy a new one?  I used miles for flights so no trip insurance there.

Ouch.
Did you call Amex? Did you have the premium protection plan?
A friend had similar story, took him 2 years to get amex to do it but he got reimbursed.
SF is notorious for theft. In the area near Lombard st the streets are full of broken glass from car windows.
