There are no Credit Cards that will cover Liability.
Visa, Amex, MasterCard and Discover will cover Loss Damage Waiver / Collision (CDW/LDW)

Cards that cover CDW/LDW in Israel:
Chase: Sapphire Preferred ($95 annual fee)
American Express Gold $195AF
Discover (accepted in Israel as Diners' Club): More, Open Road, Miles, Motiva (none have annual fees)   Policy link

You must present at the time of rental a copy of your policy or a document from the CC company stating that the insurance coverage applies to Israel . You will still have to purchase 3rd Party Liability, but you will save some shekels and have no deductible for damages.

Visa does NOT cover:
  • Cadillac Escalade
  • Mercedes GL series (they do cover GLK)
  • Mercedes E class
  • Corvettes
  • Camaro ZL1

AMEX premium will charge $24.95 per rental and they cover:
  • Up to $100K for damage or theft and accidental death or dismemberment coverage ($250,000 for California residents), up to $15,000 for excess medical expenses per person, and up to $5,000 for excess personal property coverage ($15,000 for Florida residents)
  • Any car from Mercedes, pickup trucks, Porsche and 15 passenger vans.
  • There's no need to pay for the full amount with money, even if it's with points or coupon rental and you pay just $2 fees they will still cover you.

You might be right. I can't find any exclusionary logic regarding number of passengers at this site: https://feeservices.americanexpress.com/premium/car-rental-insurance-coverage/home.do

Maybe the T&C I was looking at earlier was for the coverage that comes automatically with the Platinum card

Rented a minivan with Avis using my Chase Saffire Reserve card. The minivan was totaled and Boruch Hashem no one was hurt. Can someone with experience pm me with wjat my next step should be? Currently getting to a hotel off the highway in Cali with my family and pretty overwhelmed.

I think he might be saying to return the rental every 6 weeks and begin a new rental...certainly a bit of a hassle for you but might be worth it depending on how far you are from a rental location

I once rented a range rover evoque on sapphire reserve, I called chase and asked if its covered,  they told me it wasn't

Heimishe rentals or i think (am not sure) business rentals (ie hertz entertainment, like when camps rent cars for staff).

This is what it says in the Benefits Guide: "Examples of high value motor vehicles or exotic car brands not covered are Alfa Romeo, Aston Martin, Bentley, Corvette, Ferrari, Jaguar, Lamborghini, Lotus, Maserati, Maybach, McLaren, Porsche, Rolls Royce, and Tesla; However, selected models of Audi, BMW, Mercedes-Benz, Cadillac, Infiniti, Land Rover, Lexus, Lincoln, and Range Rover are covered."

Also:  "You are covered when Your name is embossed on an eligible card issued in the United States, and You use Your credit card Account and/or rewards programs associated with Your Account to initiate and complete Your entire car rental transaction. Only You, as the primary renter of the vehicle, and any additional drivers permitted by the Rental Car Agreement are covered."

I was thinking about renting a Tesla from hertz as they continue to roll out the 100k they bought. I checked the T&C for CSP rental coverage and I see Tesla is specifically excluded. Thought I’d just put this out there as Teslas become more common to rent.

“Certain vehicles are not covered by this benefit, including: high value motor vehicles, exotic and antique cars (cars over twenty (20) years old or that have not been manufactured for ten (10) years or more), cargo vans, vehicles with open cargo beds, trucks, (other than pick- ups), motorcycles, mopeds, motorbikes, limousines, recreational vehicles, and passenger vans with seating for more than nine (9) people, including the driver (passenger vans with seating for nine (9) or less, including the driver, are covered).
