There are no Credit Cards that will cover Liability.
Visa, Amex, MasterCard and Discover will cover Loss Damage Waiver / Collision (CDW/LDW)

Cards that cover CDW/LDW in Israel:
Chase: Sapphire Preferred ($95 annual fee)
American Express Gold $195AF
Discover (accepted in Israel as Diners' Club): More, Open Road, Miles, Motiva (none have annual fees)   Policy link

You must present at the time of rental a copy of your policy or a document from the CC company stating that the insurance coverage applies to Israel . You will still have to purchase 3rd Party Liability, but you will save some shekels and have no deductible for damages.

Visa does NOT cover:
  • Cadillac Escalade
  • Mercedes GL series (they do cover GLK)
  • Mercedes E class
  • Corvettes
  • Camaro ZL1

AMEX premium will charge $24.95 per rental and they cover:
  • Up to $100K for damage or theft and accidental death or dismemberment coverage ($250,000 for California residents), up to $15,000 for excess medical expenses per person, and up to $5,000 for excess personal property coverage ($15,000 for Florida residents)
  • Any car from Mercedes, pickup trucks, Porsche and 15 passenger vans.
  • There's no need to pay for the full amount with money, even if it's with points or coupon rental and you pay just $2 fees they will still cover you.

Hi there folks, I have a lomdishe shailah:
I'm renting a car for a week, next week,
If my personal insurance doesn't cover collision on my car, is there any point in getting AMEX's rental insurance plan for $25, or should I let me reg cc's (secondary) insurance cover the rental?
IOW, since my own insurance doesn't cover my own car, then the cc will be end up being the only source where to pay for anything, or will the cc will still file a claim with my insurance, and it will still affect my premiums?
If you're own insurance doesn't cover your rental car the CC will be primary and your car insurance premiums will not go up. (99% sure). The only reason to still use the Amex Premium plan is that officially the CS is better, they cover larger cars and up to 40+ days.

Does Amex cover liability for all drivers or only the cardholder?

No, you have basic coverage the add-on is for premium coverage.
True but USAA does

The credit card agreement (and the credit card activation rep that I spoke with) states that rental coverage is SECONDARY rather than primary and also stated it "may" exclude Israel. Is this new? I am traveling to Israel shortly and was counting on this World MasterCard for its primary coverage in Israel.

It will be primary since your own insurance wont cover israel.
It may not be accepted if the agency doesnt accept it, call 800 MC ASSIST and get a letter

I have a $50 coupon  discount on a car rental, would this affect any coverage with SP MC? The MC agent said it wont be a problem, but he didnt seem 100% sure. I think the agreement says one full day must be charged to the card. Anyone can confirm?

Thanks! I am renting from Hertz at Ben Gurion.  This is the letter I got from MC Assist this afternoon.  Is this the right letter? Should I expect a problem from Hertz about accepting this letter?

If I rent a car through the SkyMiles marketplace, and move the slider so I pay 99% of the cost with SkyMiles but 1% using my Chase UME, will the credit card cover CDW? Thanks
