There are no Credit Cards that will cover Liability.
Visa, Amex, MasterCard and Discover will cover Loss Damage Waiver / Collision (CDW/LDW)

Cards that cover CDW/LDW in Israel:
Chase: Sapphire Preferred ($95 annual fee)
American Express Gold $195AF
Discover (accepted in Israel as Diners' Club): More, Open Road, Miles, Motiva (none have annual fees)   Policy link

You must present at the time of rental a copy of your policy or a document from the CC company stating that the insurance coverage applies to Israel . You will still have to purchase 3rd Party Liability, but you will save some shekels and have no deductible for damages.

Visa does NOT cover:
  • Cadillac Escalade
  • Mercedes GL series (they do cover GLK)
  • Mercedes E class
  • Corvettes
  • Camaro ZL1

AMEX premium will charge $24.95 per rental and they cover:
  • Up to $100K for damage or theft and accidental death or dismemberment coverage ($250,000 for California residents), up to $15,000 for excess medical expenses per person, and up to $5,000 for excess personal property coverage ($15,000 for Florida residents)
  • Any car from Mercedes, pickup trucks, Porsche and 15 passenger vans.
  • There's no need to pay for the full amount with money, even if it's with points or coupon rental and you pay just $2 fees they will still cover you.

Amex will only cover you for CDW

Doesnt the regular cc cover you for that for free anyway? What is the benefit of paying for the additional amex for?

If I book on priceline or lmtc club and pay them  .... will the credit card (Sapphire) cover the rental  Or only when i book from the actual rental car agency?

Where can I read about instructions what to do after damage to a car?
One of my additional card holder's had some damage done (I don't know the extent of it) to a rental using my/his Sapphire, now the rental claims he needs to bring a statement in his name.??

A little over a month ago, I rented a car (Opel Corsa) from Sixt in Israel. While waiting in the parking lot, someone backed up in to the car and put a small dent in it (pic).
Sixt billed me $856.2. I just got an email from Visa that I'll be getting check for $639.78. The difference is due to the fact that the policy states that, it does not cover depreciation, which Sixt decided is %1.55.
(I used CSP for the rental, as Citi requires you to be a US resident)

While I will try to contact the person who backed in to me, I'm wondering if there's anything else I can do, for now, or in the future?

Very easy. Filed online, uploaded some documents, received a request for some more, which in turn, were provided by the rental company and received an email that the check was in the mail.
Did you deal with CSP or Visa?
I believe the insurer is Visa. I filed here. (works for Visa and MC. also for some of my non-chase cards)

I thought some of Chase Visa cards (Ritz, Explorer, Sapphire, United Club) also offer primary coverage. So really, if someone has any of those cards, do you need to pay for Amex insurance?

No, you don't.
Plus, outside of your country of residence or if your insurance doesn't cover you (or if you don't have one), you don't need to pay either.
Although, maybe it's not always so easy to get one's money through Chase's insurance.
