There are no Credit Cards that will cover Liability.
Visa, Amex, MasterCard and Discover will cover Loss Damage Waiver / Collision (CDW/LDW)

Cards that cover CDW/LDW in Israel:
Chase: Sapphire Preferred ($95 annual fee)
American Express Gold $195AF
Discover (accepted in Israel as Diners' Club): More, Open Road, Miles, Motiva (none have annual fees)   Policy link

You must present at the time of rental a copy of your policy or a document from the CC company stating that the insurance coverage applies to Israel . You will still have to purchase 3rd Party Liability, but you will save some shekels and have no deductible for damages.

Visa does NOT cover:
  • Cadillac Escalade
  • Mercedes GL series (they do cover GLK)
  • Mercedes E class
  • Corvettes
  • Camaro ZL1

AMEX premium will charge $24.95 per rental and they cover:
  • Up to $100K for damage or theft and accidental death or dismemberment coverage ($250,000 for California residents), up to $15,000 for excess medical expenses per person, and up to $5,000 for excess personal property coverage ($15,000 for Florida residents)
  • Any car from Mercedes, pickup trucks, Porsche and 15 passenger vans.
  • There's no need to pay for the full amount with money, even if it's with points or coupon rental and you pay just $2 fees they will still cover you.

IME, you can just open a claim at eclaimsline.com, get all the docs from the rental company and you'll have a check in the mail in a short time.
Unless the insurance company decides to charge you for devaluation, which Chase's insurance excludes. There are no rules. Israeli rental agencies are know to be corrupt and outright criminals. One must be careful with them. If they do charge you for depreciation, you will have to sue the guy 'swiped' you. If you don't have his details, you could file a police report, but will likely have to pay for it yourself. Although, if it was just a swipe, it'll probably be a small amount.

I thought the whole advantage of primary insurance is that they go straight to the cc insurance and don't charge me. What docs do I need from the rental company?

That's a hit and run.
That doesn't usually happen in Israel. The company will charge your credit card and the insurance will send you a check. Just file the claim and the website will walk you through the docs you need. BTW, it might take a few weeks for the company to actually charge you, so you won't be able to finish your claim until then, as you need to show the charge on your card and the breakdown from the company. However, you can and should file the claim right now (only takes a minute) and add the rest of the docs as you go.

The advantage is not missing the 60 day timeframe. You'd be surprised how easy the date could pass by. Plus, you deal with one step at a time. It makes it easier.
But, that's me. If you make sure not to miss the deadline, you could file whenever. As soon as you file, the website will tell you what documents you need.
(IIRC, you need a confirmation of the rental charge, rental agreement, pictures [if you have any], confirmation of the charge for the repairs and the breakdown and damage report)

Listen, why don't you just file a claim and see exactly what they're asking for. If you have any other questions, call them.
That's what they're getting paid for. I've done it a few time and it's not a big deal.

When renting a zipcar it says if in an accident I would have to cover up to 1000 dollars of damage per accident.  Would any of the credit cards rental insurance cover that?

I just rented a car in Israel from Avis. B"H nothing happened, however I just wanted to make people aware of a certain detail. If you are on a Visitor's Visa (and sometimes even a student visa - with an entry visa of less then 3 months) many rental agencies will not charge you the %18 VAT Tax. I have a TD Canada Trust Aeroplan Visa Infinite CC that covers CDW. However, after reading the insurance certificate from TD, I found the following exemtion of coverage:
