There are no Credit Cards that will cover Liability.
Visa, Amex, MasterCard and Discover will cover Loss Damage Waiver / Collision (CDW/LDW)

Cards that cover CDW/LDW in Israel:
Chase: Sapphire Preferred ($95 annual fee)
American Express Gold $195AF
Discover (accepted in Israel as Diners' Club): More, Open Road, Miles, Motiva (none have annual fees)   Policy link

You must present at the time of rental a copy of your policy or a document from the CC company stating that the insurance coverage applies to Israel . You will still have to purchase 3rd Party Liability, but you will save some shekels and have no deductible for damages.

Visa does NOT cover:
  • Cadillac Escalade
  • Mercedes GL series (they do cover GLK)
  • Mercedes E class
  • Corvettes
  • Camaro ZL1

AMEX premium will charge $24.95 per rental and they cover:
  • Up to $100K for damage or theft and accidental death or dismemberment coverage ($250,000 for California residents), up to $15,000 for excess medical expenses per person, and up to $5,000 for excess personal property coverage ($15,000 for Florida residents)
  • Any car from Mercedes, pickup trucks, Porsche and 15 passenger vans.
  • There's no need to pay for the full amount with money, even if it's with points or coupon rental and you pay just $2 fees they will still cover you.

I just rented a car in Israel from Avis. B"H nothing happened, however I just wanted to make people aware of a certain detail. If you are on a Visitor's Visa (and sometimes even a student visa - with an entry visa of less then 3 months) many rental agencies will not charge you the %18 VAT Tax. I have a TD Canada Trust Aeroplan Visa Infinite CC that covers CDW. However, after reading the insurance certificate from TD, I found the following exemtion of coverage:

Cardholder Agreement and Benefit Coverages Guide
AUTO RENTAL COLLISION/LOSS DAMAGE INSURANCE

vehicle lease agreement with a guaranteed buyback. The Collision/Loss Damage Insurance program will not provide
coverage for Tax-free cars.
The following vehicles are NOT covered:
13. Tax-free cars
None of them are supposed to charge tax for tourists. Also a regular rental does not go under that category.

I am using the card because TD has a Promo for 15k + 10k after (after $1000 CAD in 90 days)

I want to pay for my rental with GCs (I can get them using my SW points that I will never use anyway) but I don't want to pay for insurance. CC coverage only covers it if you pay in full with the CC correct?

Start the rental with ur cc and if u don't crash tell them you want to use a dif payment method

What do you mean? If I have GCs from the rental company? Or are you referring to VGS?

Also even "if" they let you use GC to rent, the will most deffintly do a Credit Pull & thats a big NO NO in our community

Not a great rate but don't have any other use for them right now and we need this trip to be free.

I would put my CC on original booking, as recommended above, then use then GCs to pay when I return the car. Any reason that shouldn't work?

It should work. The only problem is if they find out about a damage (which you may or may not have caused) after the payment. Then the card won't cover you.
I've heard stories like this. (Of people being charged for things after they paid and left)

how do the GC work? is it a code? when you make the reservation you might need to have the GC in there already.

Not a code, a physical GC. I guess I will call and ask them.
Also, if I need the coverage for some reason, I will be left with the GCs (since I need to order them) so maybe I should suck it up and just pay for the rental. Its worth the few hundred $$ for the rental for a 9 night trip to Hawaii  ;)

Never heard of a card that has a deductible. Some cards won't cover specific things. I.E. depreciation, loss of use etc.
But it depends on how the rental company breaks down the charges. To be sure, read the benefits guide of your card. It'll take you 2 minutes.
