There are no Credit Cards that will cover Liability.
Visa, Amex, MasterCard and Discover will cover Loss Damage Waiver / Collision (CDW/LDW)

Cards that cover CDW/LDW in Israel:
Chase: Sapphire Preferred ($95 annual fee)
American Express Gold $195AF
Discover (accepted in Israel as Diners' Club): More, Open Road, Miles, Motiva (none have annual fees)   Policy link

You must present at the time of rental a copy of your policy or a document from the CC company stating that the insurance coverage applies to Israel . You will still have to purchase 3rd Party Liability, but you will save some shekels and have no deductible for damages.

Visa does NOT cover:
  • Cadillac Escalade
  • Mercedes GL series (they do cover GLK)
  • Mercedes E class
  • Corvettes
  • Camaro ZL1

AMEX premium will charge $24.95 per rental and they cover:
  • Up to $100K for damage or theft and accidental death or dismemberment coverage ($250,000 for California residents), up to $15,000 for excess medical expenses per person, and up to $5,000 for excess personal property coverage ($15,000 for Florida residents)
  • Any car from Mercedes, pickup trucks, Porsche and 15 passenger vans.
  • There's no need to pay for the full amount with money, even if it's with points or coupon rental and you pay just $2 fees they will still cover you.

You can pay $29 for Amex premium insurance if you use their cards. Covers any car and is primary. Someone correct me if I'm wrong.
It's $20 or $25, depending on which level of coverage you choose, and you usually don't have to pay it, if you know what you're doing.

2) Yes. (Your -American- insurance doesn't cover you in Israel so it's always primary)

I don't think it makes a difference, but just in case, here's the list of my cards:
Amex Biz Plat, BC, SPG, SPG biz, Chase Freedom, Ink bold, SW, SW PP, SP, BA, IHG, United, Barclaycard AAdvantage Aviator. Citi AA, TY Preferred, Forward. A few more, but I don't think they offer any kind of benefits.

Credit card is irrelevant for liability, no credit card covers that. I know in ny there is a law requiring minimum liability, I don't know elsewhere.  I often use a code that adds liability anyways. Whether or not you should get extra coverage or not depends on your collectible assets.

Cc has nothing to do with liability... But in general EVEN if they have to have insurance (yes they will put on the car if they legally need to...) but if you crash they could charge you full amount bc u declined.

For instance?



I have no assets, and them charging me in case of an accident is a risk I'm willing to take for the 300 dollar difference, as I won't be doing much driving anyways.

I was just concerned about the legalities.
