There are no Credit Cards that will cover Liability.
Visa, Amex, MasterCard and Discover will cover Loss Damage Waiver / Collision (CDW/LDW)

Cards that cover CDW/LDW in Israel:
Chase: Sapphire Preferred ($95 annual fee)
American Express Gold $195AF
Discover (accepted in Israel as Diners' Club): More, Open Road, Miles, Motiva (none have annual fees)   Policy link

You must present at the time of rental a copy of your policy or a document from the CC company stating that the insurance coverage applies to Israel . You will still have to purchase 3rd Party Liability, but you will save some shekels and have no deductible for damages.

Visa does NOT cover:
  • Cadillac Escalade
  • Mercedes GL series (they do cover GLK)
  • Mercedes E class
  • Corvettes
  • Camaro ZL1

AMEX premium will charge $24.95 per rental and they cover:
  • Up to $100K for damage or theft and accidental death or dismemberment coverage ($250,000 for California residents), up to $15,000 for excess medical expenses per person, and up to $5,000 for excess personal property coverage ($15,000 for Florida residents)
  • Any car from Mercedes, pickup trucks, Porsche and 15 passenger vans.
  • There's no need to pay for the full amount with money, even if it's with points or coupon rental and you pay just $2 fees they will still cover you.

So what happens if when returning they see a scratch. Your supposed to call the cops?
I've always wondered and hoped it never happened, the one time I needed to use my CC insurance was on my CSR and they didn't need a report.

Doesn't sound right.

You personally know someone that had an issue with Amex refusing the claim even though the rental company charged for it because of a Police report?

I have direct billing set up with car rental companies so that the ink preferred gets charged directly for rentals, and employees don't present a card at the rental counter at all. Would the card's collision coverage apply being that the company is the renter, and technically the cardholder is not? Here's the relevant portion in the benefits guide:

"Who is eligible for coverage?
You, a person to whom a United States (U.S.) credit card has been
issued (“Cardholder”) and your name is embossed on the card. You
are then covered as the primary renter of the vehicle and any additional
drivers permitted to operate it under the terms of the rental agreement
(“Authorized Person”) are also covered. "

If you only need secondary insurance use an Amex. Unless the car is an expensive one, and damage can be over 50k (75k?)
For primary, the Ink has, and so do some other Chase cards.
But, Amex offers better insurance if you pay $20/$25 a rental, primary insurance up to 75k/100k.
