There are no Credit Cards that will cover Liability.
Visa, Amex, MasterCard and Discover will cover Loss Damage Waiver / Collision (CDW/LDW)

Cards that cover CDW/LDW in Israel:
Chase: Sapphire Preferred ($95 annual fee)
American Express Gold $195AF
Discover (accepted in Israel as Diners' Club): More, Open Road, Miles, Motiva (none have annual fees)   Policy link

You must present at the time of rental a copy of your policy or a document from the CC company stating that the insurance coverage applies to Israel . You will still have to purchase 3rd Party Liability, but you will save some shekels and have no deductible for damages.

Visa does NOT cover:
  • Cadillac Escalade
  • Mercedes GL series (they do cover GLK)
  • Mercedes E class
  • Corvettes
  • Camaro ZL1

AMEX premium will charge $24.95 per rental and they cover:
  • Up to $100K for damage or theft and accidental death or dismemberment coverage ($250,000 for California residents), up to $15,000 for excess medical expenses per person, and up to $5,000 for excess personal property coverage ($15,000 for Florida residents)
  • Any car from Mercedes, pickup trucks, Porsche and 15 passenger vans.
  • There's no need to pay for the full amount with money, even if it's with points or coupon rental and you pay just $2 fees they will still cover you.

Any other options? Try disputing the CC but I'm assuming I will loose because I signed the "no damages"? Should I try filling a claim or will be automatically denied because it is a porsche?

I don't think it's on an automatic loss if you going to fight the credit card as you were saying they showed you the car in a dark black garage, now not necessarily they would want to take it out for you to show you the car as they'll tell you they never had a customer who made us take out the car they were able to see it perfectly in the garage...
   There's definitely room to argue.
Where was the scratches that this guy found was it in a place where it was noticeable or was under the car or the like?

It was all the way on the bottom front side. Hard to explain, but its like in a case were the lights are situated. its not even on an "end" like where it could've hit something.
Am I better off disputing or claiming a claim?

Did you confirm that a Porsche isn't covered? What modal was it?

Guys , just a heads up if ur using Chase's rental insurance. They don't cover if rental is for 32 days or over INCLUDING date taken and returned. Double check the calendar before u book

which companies will easily let you reserve with one cc (for insurance) and switch to another cc (reimbursement for travel charges) when you return the car because I have found that some of the smaller companies for some reason will give you a tough time trying to do that

You didn't look hard enough. Took me 2 minutes (I don't have the card to have the actual T&C) to find the T&C online.
The answer is no. It is only secondary coverage on the US.
