There are no Credit Cards that will cover Liability.
Visa, Amex, MasterCard and Discover will cover Loss Damage Waiver / Collision (CDW/LDW)

Cards that cover CDW/LDW in Israel:
Chase: Sapphire Preferred ($95 annual fee)
American Express Gold $195AF
Discover (accepted in Israel as Diners' Club): More, Open Road, Miles, Motiva (none have annual fees)   Policy link

You must present at the time of rental a copy of your policy or a document from the CC company stating that the insurance coverage applies to Israel . You will still have to purchase 3rd Party Liability, but you will save some shekels and have no deductible for damages.

Visa does NOT cover:
  • Cadillac Escalade
  • Mercedes GL series (they do cover GLK)
  • Mercedes E class
  • Corvettes
  • Camaro ZL1

AMEX premium will charge $24.95 per rental and they cover:
  • Up to $100K for damage or theft and accidental death or dismemberment coverage ($250,000 for California residents), up to $15,000 for excess medical expenses per person, and up to $5,000 for excess personal property coverage ($15,000 for Florida residents)
  • Any car from Mercedes, pickup trucks, Porsche and 15 passenger vans.
  • There's no need to pay for the full amount with money, even if it's with points or coupon rental and you pay just $2 fees they will still cover you.

Which credit cards have primary insurance on rentals in Ireland? Or do I need to pay the fees through the rental agencies?

Looking into a very expensive rental. I have some dead AA miles stirring around was going to just use them for the rental and pay the remainder in cash through the AA site. If I use the CSR to pay that difference will I be covered? Or will it be considered a charge to AA directly, leaving the rental unprotected forcing me to buy insurance?

How classic. According to a Chase benefits rep, "cargo vans" are not covered and a camper would fall under the cargo van category. According to an Amex benefits rep, "cargo vans" are covered, but "campers" have their own category and are not covered. The search continues...
Any update on this?

Just booked a 7 day rental car in Israel with Budget via Priceline. It's a mid-size car and I paid $85. I read the T&C and the only other fee seems to be the $30 charge for airport P/u. I intend to use a cc that will cover the cdw. What other fees will I need to pay to ensure proper coverage? Just want to make sure I am not missing anything as the price seems so inexpensive.

I submitted a claim for car rental damage in Israel with Amex. The car rental companies here charge 17% VAT for damages, and now Amex claim they only cover the damage but not the taxes. I never had such an issue with chase. Did anyone have a similar situation? Is there anything I can do about it?

For US rentals, if you have your own car insurance, it covers liability as well. Otherwise you need to purchase liability.
