There are no Credit Cards that will cover Liability.
Visa, Amex, MasterCard and Discover will cover Loss Damage Waiver / Collision (CDW/LDW)

Cards that cover CDW/LDW in Israel:
Chase: Sapphire Preferred ($95 annual fee)
American Express Gold $195AF
Discover (accepted in Israel as Diners' Club): More, Open Road, Miles, Motiva (none have annual fees)   Policy link

You must present at the time of rental a copy of your policy or a document from the CC company stating that the insurance coverage applies to Israel . You will still have to purchase 3rd Party Liability, but you will save some shekels and have no deductible for damages.

Visa does NOT cover:
  • Cadillac Escalade
  • Mercedes GL series (they do cover GLK)
  • Mercedes E class
  • Corvettes
  • Camaro ZL1

AMEX premium will charge $24.95 per rental and they cover:
  • Up to $100K for damage or theft and accidental death or dismemberment coverage ($250,000 for California residents), up to $15,000 for excess medical expenses per person, and up to $5,000 for excess personal property coverage ($15,000 for Florida residents)
  • Any car from Mercedes, pickup trucks, Porsche and 15 passenger vans.
  • There's no need to pay for the full amount with money, even if it's with points or coupon rental and you pay just $2 fees they will still cover you.

If I rent car in costa rica where by law you must take out lw which only covers other cars will my co chase card cover as a primary the car I drive? Also is there a deductible?

most CC (besides amex and saphirre) the insurance is secondary which means that if you dont have anyone else covering anything of your personal car and meets their standards then they will cover you.
If i am not mistaken theres never a deductible on CC insurance.

yes liability. that is what they call it and it is a law that you take it out even if you have insurance.

Since when is sapphire primary? 

Amex is only primary if you preregister the card, and it costs $20 per rental.

Taking out liability won't affect the cards coverage, but taking out CDW will.

Can you confirm whether the second driver must be on the contract or is it pok if he's allowed to drive as per the company contract with the AWD or CDP?

All it says is that other drivers that are permitted as per the rental contract, so if the rental contract allows other drivers without their names being listed then you're still covered and if the rental contract needs drivers listed then it'll only cover if they're listed.

on the T&C of one of my CC (MC) it says you must have the 2nd driver listed on the contract in order to be covered.

The exact wording on the MasterRental paper from the SP WMC is: "MasterRental will pay for covered damages on a secondary basis for which you or any other authorized driver is, legally responsible to the rental agency"

I would be very careful with this. I doubt the cc company wont give a hard time if the driver isn't on the contract.

The rental agency rules are for them, not the cc company.

I hope what I'm saying is incorrect bec I know many people that rely on that rule.
E.g. hertz policy is that anybody thats part of the corporation/association of the cdp number used, is allowed to drive the car.
That mean that if use USAA or BMG corporate account for the rental,  anybody signed up with BMG or USAA can drive the car.

I doubt the cc company would just cover any driver associated with the corporation. Someone please CMIIW

That is wrong; I contacted Hertz specifically regarding the USAA CDP and they told me that all drivers need to be added the only benefit is that they won't charge you an additional driver fee or underage fee

They told me that twice as well, but it doesn't say that anywhere and in the event of an insurance claim they're likely to make issues

correct, as far as driving you are allowed to drive even if you are not on the contract
but as far as insurance if you are relaying on the CC it depends if the CC covers 2nd drivers not listed on the contract and it dosent have to do if the rental company lets.
