There are no Credit Cards that will cover Liability.
Visa, Amex, MasterCard and Discover will cover Loss Damage Waiver / Collision (CDW/LDW)

Cards that cover CDW/LDW in Israel:
Chase: Sapphire Preferred ($95 annual fee)
American Express Gold $195AF
Discover (accepted in Israel as Diners' Club): More, Open Road, Miles, Motiva (none have annual fees)   Policy link

You must present at the time of rental a copy of your policy or a document from the CC company stating that the insurance coverage applies to Israel . You will still have to purchase 3rd Party Liability, but you will save some shekels and have no deductible for damages.

Visa does NOT cover:
  • Cadillac Escalade
  • Mercedes GL series (they do cover GLK)
  • Mercedes E class
  • Corvettes
  • Camaro ZL1

AMEX premium will charge $24.95 per rental and they cover:
  • Up to $100K for damage or theft and accidental death or dismemberment coverage ($250,000 for California residents), up to $15,000 for excess medical expenses per person, and up to $5,000 for excess personal property coverage ($15,000 for Florida residents)
  • Any car from Mercedes, pickup trucks, Porsche and 15 passenger vans.
  • There's no need to pay for the full amount with money, even if it's with points or coupon rental and you pay just $2 fees they will still cover you.

I don't remember clearly, there may have been one random company that maybe sold liability, but wasn't any better/cheaper than the rental company's.
3rd party companies usually only sell cdw/ldw.

The options if you don't want to buy the company's liability are:
usually you can rely on your own.
If you don't have a car, you can take out a non-owners policy from a car insurance company. However, that isn't something you can/usually buy for a couple weeks, its a 6 month/year thing.
I don't think you can take a out q non-owners policy for just a month, and also once you have had a policy, it may not be good to go and not have any policy after that.

In some states, the rental company is obligated to have minimum liability coverage in general. That wouldn't necessarily help you since they could very well pass on the costs that would be occured in an accident to you nonetheless.

This renter lives in Israel so I think she has even less options meaning I don't think her Israeli car insurance will cover her here and I am not sure if she can even get a non-owners insurance policy here in the US if she lives in Israel.  What I am also concerned is that she will get slammed with fees at the counter. She got a nice deal from these smaller companies who can be notorious for adding on costs and fees etc..... See below;  insurance info says full coverage but that is very misleading.  They may require her to show proof of CDW/theft/liability etc....

If you didn't decline then it won't cover.

I have a car rental i drove over an object which ripped accros the bottom of the car(plastic cover and washer fluid pipe) will it be covered by the credit card CDW?
Meaning can they say its my negligence or something like that?

When I took out my rental I didn’t have the credit card that has the premium insurance (only had my card that’s additional to my wife’s account) but I’m planning when I return my car to give my cc which does have premium insurance. Can I know extend my rental for more then 30 days and still be covered being that I’ll be paying with my cc?

Car needs to be rented and paid for with the same cc to have coverage.

Yes, you are still covered. You can't depend on CSR's - they are notoriously unreliable sources of information. I'd recommend reading the terms from the benefits booklet yourself since those are the terms that will apply (even if some clueless CSR told you otherwise). I have the Reserve (not the preferred) so here are the relevant terms for the Reserve (I assume the CSP will have the same language but you should check for yourself):

I'm confused by the question, so is your concern that you may run afoul of a duration-limit? What card are you proposing using?

I don't think anyone on here is going to be able to answer that definitively, especially if you don't mention which card you used.

That being said, if you used the Sapphire Reserve for example their terms state: The Auto Rental Collision Damage Waiver benefit provides reimbursement for damages caused by theft or collision up to seventy–five thousand ($75,000.00) dollars.

So I think you'd have a fair chance of arguing that the damages resulted from a collision, and should therefore be eligible for coverage.

As far as I know the fine print for cc coverage visa/Mastercard/amex don't cover any vehicle with more than 7 seats.
