There are no Credit Cards that will cover Liability.
Visa, Amex, MasterCard and Discover will cover Loss Damage Waiver / Collision (CDW/LDW)

Cards that cover CDW/LDW in Israel:
Chase: Sapphire Preferred ($95 annual fee)
American Express Gold $195AF
Discover (accepted in Israel as Diners' Club): More, Open Road, Miles, Motiva (none have annual fees)   Policy link

You must present at the time of rental a copy of your policy or a document from the CC company stating that the insurance coverage applies to Israel . You will still have to purchase 3rd Party Liability, but you will save some shekels and have no deductible for damages.

Visa phone number : 800-VISA-911

Visa does NOT cover:
  • Cadillac Escalade
  • Mercedes GL series (they do cover GLK)
  • Mercedes E class
  • Corvettes
  • Camaro ZL1

AMEX premium will charge $24.95 per rental and they cover:
  • Up to $100K for damage or theft and accidental death or dismemberment coverage ($250,000 for California residents), up to $15,000 for excess medical expenses per person, and up to $5,000 for excess personal property coverage ($15,000 for Florida residents)
  • Any car from Mercedes, pickup trucks, Porsche and 15 passenger vans.
  • There's no need to pay for the full amount with money, even if it's with points or coupon rental and you pay just $2 fees they will still cover you.

Those that do NOT have a credit card insurance, here is an alternative:  https://worldwideinsure.org.

I just received my new sapphire preferred world MasterCard in the mail. The credit card agreement (and the credit card activation rep that I spoke with) states that rental coverage is SECONDARY rather than primary and also stated it "may" exclude Israel. Is this new? I am traveling to Israel shortly and was counting on this World MasterCard for its primary coverage in Israel.

It will be primary since your own insurance wont cover israel.
It may not be accepted if the agency doesnt accept it, call 800 MC ASSIST and get a letter

I have a $50 coupon  discount on a car rental, would this affect any coverage with SP MC? The MC agent said it wont be a problem, but he didnt seem 100% sure. I think the agreement says one full day must be charged to the card. Anyone can confirm?

Thanks! I am renting from Hertz at Ben Gurion.  This is the letter I got from MC Assist this afternoon.  Is this the right letter? Should I expect a problem from Hertz about accepting this letter?

If I rent a car through the SkyMiles marketplace, and move the slider so I pay 99% of the cost with SkyMiles but 1% using my Chase UME, will the credit card cover CDW? Thanks

Any amex card has regular coverage in the US, in addition to that they have a option u can sign up for that is called amex premium car rental insurance which covers much more stuff that no one else covers.

i'll tell u y, they max out at $10,000 per person. which means that when ur in an accident forget about the damage to the car, just the ride to the hospital is a $1,000 by the time the guy comes out ur in debt for hundreds of thousands of dollars (assuming that it ur fault, which is when u need liability)  so when u tell me "hey the guys broke we dont need insurance, i feel thats a little crazy and then u also have to pay for his car so if the guys  driving a car that cost more than $10,000 ur in trouble. one last thing that i'll point out is that the paper work and court that will happen wen u dont have the money is worth the 12 dollars a day extra for insurance.
For hertz its 10k property, 25K medical up to 50k

simple just put the hold on the amex, when returning pay with a diff card and tell amex (if they charge) that you didnt use that card for the rental

P.S. you need to be signed up prior for the premium CDW
