There are no Credit Cards that will cover Liability.
Visa, Amex, MasterCard and Discover will cover Loss Damage Waiver / Collision (CDW/LDW)

Cards that cover CDW/LDW in Israel:
Chase: Sapphire Preferred ($95 annual fee)
American Express Gold $195AF
Discover (accepted in Israel as Diners' Club): More, Open Road, Miles, Motiva (none have annual fees)   Policy link

You must present at the time of rental a copy of your policy or a document from the CC company stating that the insurance coverage applies to Israel . You will still have to purchase 3rd Party Liability, but you will save some shekels and have no deductible for damages.

Visa does NOT cover:
  • Cadillac Escalade
  • Mercedes GL series (they do cover GLK)
  • Mercedes E class
  • Corvettes
  • Camaro ZL1

AMEX premium will charge $24.95 per rental and they cover:
  • Up to $100K for damage or theft and accidental death or dismemberment coverage ($250,000 for California residents), up to $15,000 for excess medical expenses per person, and up to $5,000 for excess personal property coverage ($15,000 for Florida residents)
  • Any car from Mercedes, pickup trucks, Porsche and 15 passenger vans.
  • There's no need to pay for the full amount with money, even if it's with points or coupon rental and you pay just $2 fees they will still cover you.

I have a USAA account, (not a debit card, just signed up normally) so I can use that code. And I will just use the United card. Thanks
If you're the primary driver, any cc should cover you

Didn't see this on the wiki.
Anyone renting in Canada (not sure if this applies to everywhere else outside the USA) with a visa card is covered with PRIMARY Insurance. Although not covered with Liability.
Also According to Canadian law the rental complany has to cover liability.
So Basically if you rent with a Visa CC in Canada you don't have to purchase insurance at all.

Yes, you will need to buy Supplemental Liability Insurance. I beleive you would'nt need to buy TP though.

There seems to be a difference between the Chase and WMC coverages. WMC coveres up to 9 passenger vehicles while Chase covers only up to 8 passengers.

So if you are renting a 9 passenger van in Israel make sure you have a WMC, because Chase won't work.

1. Yes

2. Technically you do, however, I believe that by now they already know that Chase CC's cover Israel so they won't ask you for the letter. At least that was my experience.

3. Sapphire preferred visa as well.

1. Did you read the fine print? The following is from Kayak's "Additional rental terms" when booking with budget (I believe others have similar wording):

IF CDW AND TP ARE DECLINED, IT IS MANDATORY TO PURCHASE THIRD PARTY (PUBLIC) LIABILITY INSURANCE. THIRD PARTY LIABILITY IS NOT COVERED BY RATES

2. I would guess somewhere around $10-$15, but that's just a guess.
