I think it's been discussed after MH370 along with having real-time GPS tracking of every flight. I think the conclusion was that it would be prohibitively expensive to install the necessary equipment in every single plane.

They probably said the same thing before they started putting black boxes in every plane.

I would assume this would create too many issues. If there is a catastrophic event it will most probably cut power and data connection, which defeats the whole purpose of the blackbox.

Can't a planes position be looked up at any given time?

The voice recorder is still at the bottom of the ocean. Even when it is retrieved don't expect to hear it for a while...

they can store it locally and in the cloud it's not a either or situation
