I have two theories on how they did it.

Theory one: They inflated the balls right before with very hot air.  Over time, the air cooled and deflated.  But the refs couldn't feel it when they tested, since footballs are fairly insulated.

Theory two: They inflated the balls with 10 lbs of air, and another 3 pounds of some other gas that permeates rubber more easily, so that by game time the other gas had leaked out.
Or the equipment manager had a pin in his pocket, and before the balls were put into play, he let out the air. I do not think that it needs to be as complicated, as you are making it, though i could be wrong.

One of my colleagues suggested a third theory.

Theory three: They injected a combination of chemicals which, reacting together, produce coldness.  So that it still hadn't reacted enough to make the air cold enough to reduce the pressure when it was tested, but then by game time the air inside was very cold and reduced the pressure.
