No. You have to be on a internet plan to upgrade to a smart phone ( I am assuming you're not if you have a basic phone).

I've never done this personally, but assuming the tmobil and Verizon technologies are the same, you can order the phone on the Verizon basic line, DON'T ACTIVATE IT OR TURN IT ON OR EVER USE THE SIM CARD THAT CAME IN IT, put in a tmobil sim, and you should be good to go.
