They told him they sent/will be sending him a letter

Of which there is absolutely no reason to pick up, unless it's large enough for them to sue you.

No idea.

Generally it will go to a lawyer, who has the right to bill you a certain amount regulated by law (around 200 shekel)

When the lawyer calls you, they'll generally realize theres no point pursuing it further, since you left Israel.

as stated earlier the charge is not for the ticket but rather a 25.00 fee for the "trouble" of the rental company telling the police that its a renter from out of the country and the ticket ends up getting thrown out.
what i did was just dispute the credit card charge (its a charge from a seperate date then the return of the rental) and it worked.
I dont know why you say that???  the car rental charged my CC twice a few weeks later and eldan actually mailed me the receipt and copy of the ticket (or whatever t was from the Irya). They charged my CC for the ticket and the $25 processing fee. It happened to me with Hertz as well, just with no receipt!
