Reconsideration Line - Meaning if how long it takes

I was recently on a reconsideration call with Citi where the rep took 25 minutes to review my application! I was then ultimately denied. What are they doing when they take so long?

Going to a cup of coffee.
Laughing over your application with co-workers...
