on the discover it card i get 1.5 per $1 spend and the 1st year double , but not 5x on categories

Then you have the Discover it miles, not the the Discover it.

Someone upthread did (he asked to cancel card and open new one to enroll in bonus, and they let him do it on his existing card).

AFAIK they use the soft pull from previous statement.

ONe of my cards is an older discover card - discover says to be eligible for the doubling the cashback it needs to be a discover it card - if I transfer it to a discover it (no pun intended) does that count as a new card - therefore eligible for the promotion?

Most of the time no. They will tell you when they do. Wait 91 days between requests.
