I think its for new members but Im not sure. you might also be able to "gift" prime for the lower price

Android Central points out that this is for new members, however you can gift it to yourself and then once current membership expires use the gift.

But I only paid $79 before the price hike.  Will they convert that to a GC for $79 or $99?
