National charged me toll even though I had my toll tag, do I contact the rental company? Of the highway department?
It's a 3rd party, you contact them with proof of charge

I emailed them and this is the reply I got:.Thank you for contacting us.  Tolls are issued by the Highway Toll Administration.  If you wish to file a dispute with them you can reach them at 877-860-1283

Did you read the tag? From my experience its a better price for EE to upgrade.

That's for the "Premier Selection" upgrades.

What I'm referring is something different, it's obviously not official, but they occasionally have some cars locked with a tag on it stating it's for Elite members.

Your statement does not show the same tolling information as the toll invoice. While your statement does show that tolls were picked up, they do not have the same time, date, and location as the tolls on the toll invoice. This means you are not being double charged.
 
I’m submitting a courtesy adjustment of $9.90 for the service fees The toll charges will remain valid. Please allow up to 5 business days for the adjustment to post back to your account. 


Why would it pickup my tag at some toll but not at any others?

I had the same thing and they also refunded the service fee

Honestly I dont know, I really dont complain much, which has me confused. they told me it was over 50 times. It seems highly unlikely. Although this was over a 5 yr period  with apx 200 rental days per year.  so honestly percentage its not so bad.   the only explanation i have is that when I use a free day I apply free days retroactively and a refund is processed, Im thinking maybe they counted this as a "complaint"   no other way i can think of   (for NYC airports I use free days as prefer not to use codes)

Status matched into EE never made a rental (waiting to be 25) and starting 2025 was downgraded to executive:( based on “my activity last year”

What will happen if I do a regular one but drop it off somewhere else (airport to airport)? Will it be charged at a standard 1 way rental rate, or are there penalties for not having that type of reservation?

in my experience, standard ow rate and a free day will work
