How would the border control know if it's a one way or not
Nothing to do with border control. Rather if u get into a crash u may be screwed

What are you talking about? I've taken rentals from Seattle into Vancouver many times on a one way. As a matter of fact, Seattle and I assume a few other locations keep the Canadian licensed cars to one side for such rentals, to return them to their country easily.

I rented a car for my brother using my Amex CC, he did not give any other CC at check out. Is he covered in case of an accident?

Not if you're not the primary driver.

Can i reserve a car for my brother in law. On the regular site it says no cars available. However with my login as an executive member I was able to get a car, and at a much cheaper rate. Will they let him pick up the car?

Nope. You have to be there. You could add him as an additional driver, though.

If I add him as an additional driver, I still need to be present?

Reserve it for yourself. Then call in and try and switch the name on the reservation. (I know it works for hertz, so its worth a shot)

turns out the website is wrong. all rentals are allowed into canada as long as its not a one way

I have done one-way rentals both to and from Canada many times with National as well as Alamo which is the same company.
I don't even understand what the question would be.

They won't let you take anything bigger than a standard
