Chase Sapphire Preferred (CSP).  I actually used in on my trip in August.  It provides a collision damage waiver (CDW) in Israel so you only need to pay for liability insurance from the rental company.  Plus the CSP has no foreign exchange fees which is great for international travel.

I've used budget but booked it through a travel agent so i can't say I booked the whole thing.
