OP says you just need to sign up through the link and don't need to sign up for an EVA Air Account.

No, it's only for a new account. If you sign in with an existing one, it'll just give you the option to choose EVA Air as your partner airline to earn miles with.

This doesn't have to only be for those without accounts, I'm gonna guess that this ( https://secure3.hilton.com/en/hh/customer/account/combineAccounts.htm ) would make it applicaple even for those who already have.

make sure if u have status on one account that that`s the account that u keep active

I'm pretty certain that it combines the points/stays from both accounts and retains the higher status of the two accounts. The only think to look out for would be if you want to keep one number over the other.
