For people underage 21-25 having difficulties to rent cars, or there's a fee sky high,. Any ideas what's the best option to get a cheap deal for underage?

sign up for usaa, yes u still can go on their website. and that will waive the hertz underage fee

USAA waives the Underage fee for Avis, Budget, Hertz, Enterprise. You do not need to be a member of the military to sign up. There are also numerous Corporate Account numbers which can be added to your rental to waive the underage fee with most companies, a quick search here on the forum, or on Google, should be able to turn some up.

But they ask proof that I'm a usaa member..
