I've wondered as well. I've heard that address restrictions to well-known addresses (for BGs) can be bypassed with using GCs. Is there any truth to that statement?

You should probably check the IP address location for inactive members before doing any transactions.

IP addresses don’t tell the entire story. Someone international could be trustworthy while someone domestic could be a scammer all the same.

Agreed it’s a red flag. All I’m saying is domestic IP isn’t an automatic green light, and international IP might be workable, albeit risky.
