another lap infant question

hi everyone
im going to use avios to Bermuda on a US Air flight. Avios quotes me 1500 miles and 17.50$ for the lap infant. When I call AA, they charge only $17.50 and no miles (that is the price of infant taxes, not 10% of the fare, maybe because it is in North America and not considered "international?").

I havent checked with US yet as their hold time was so long. The AA rep told me that the airline whose miles I use is the one who has to add the lap infant and US or AA cant do it directly after I book. I dont think thats true and thats what I want to find out?

This is only for a savings of 1500 miles which I admit is not worth worrying about, but I am more just curious about who is able to add the lap infant on and why the infant fare is so low on this route?

I will probably just book on BA now with avios so I dont lose availability, but it would be great to know for the future.
