i doubt are you even allowed to. you may be the cause of chilul shabbos, even if he can book somewhere else.  (i imagine your question was an ethical or halachic one)

I guess depends in your LOR.  Many times a thing will be assur by one rabbi and by another it wont

Unfortunately due to the fact that Jewish law does not allow flying on the sabbath I as a Jew can't book a flight for another Jew to fly on the Sabbath
I wonder what people who type "u" instead of "you" do with all their free time.
