tachanun is so not a big deal on non laining days

Our shul skips it on 7 Adar, but no one really notices unless it falls on a Monday or Thursday. We also omit tachanun on 11-15 Adar.

Our shul minhag for 11-15 is because those are the days that the megillah may be read.  16 and 17 would then be irrelevant (except this year, when 16 is on Shabbos)
