The government. Which is why taxes in QC are through the roof (amongst other reasons)..
If we could just get the yeshivas in NY to charge $7 a day as taxes are already through the roof.

Good news for NYC people is that we now have UPK, so 4yo programs are extremely cheap (you're technically only paying for the 'extra' time during which they focus on the Jewish stuff because it's not allowed during the UPK funded time). One program in KGH is $1500, and another $1800.
Only applies to NYC and the rule is that religious topics should not be taught. I spoke to several people within the Jewish Ed department about it and as example, making a bracha over snacks they give out would , according to the rules for UPK, not be allowed. Not saying they don't find ways around it. But again, only applies to the City.
