Yesterday I tried paying for gas at Paz self service using BA and also United - both with chips though that shouldn't make a difference. Machine told me foreign cards are not accepted. I've been unsuccessful also by Rav Kav machines as well as my Arnona bills.

What else can't be paid on foreign cards?

When buying gas you can't do self service with a foreign credit card. As far as rav kav and aronona you should have no problems using a foreign credit card. I've used a foreign credit card on both.

Rav Kav is by Kavim. Arnona may depend which city - it's already been a few years like this in my city.

Just because one Rav Kav machine took a foreign CC doesn't mean you can rely on all of them. I have told people to not bother with too much cash when visiting but rather use CCs with no FTF. (I happen to be a money changer.) Every now and then though I stumble upon something that doesn't work with foreign CCs.
