This has probably been addressed and I am sure there is no one right answer, but the other day I had a two meshulachim stop by. Female spoke Hebrew & English, the male only Hebrew. In hindsight, the stories seemed disjointed... Female was "collecting for her wedding" (seemed a bit older for that, tbh), and the other for his family (he had lost 2 of his kids, and his father need help). I am decent with Hebrew, but those crumpled pamphlets of legitimacy feel impossible to read under the gun. I gave them some money, and after they left my sister expressed her skepticism (based on looks and feels alone). I checked later, and the charge was from TOIREM.ORG - I am guessing TOIREM is the tzeddaka processing agent.
I'd love to hear how you decide who to give to and who to decline? And how do you go about declining?
