The only issue is that I'm not sure you are even aware what אחד means. You could start by learning שער היחוד והאמונה, or maybe even @Dan's favorite maamar will open up your eyes a bit.

Do you guys seriously understand this possuk to mean something like this: ???

Someone I know was born in Israel (~1960) she moved to America when she was 1 years old. As of now she has two passports and I believe is a citizen in both countries.

From past experiences she told me that whenever she flew to Israel they made problems about the army or something.

Does anybody know what is needed in order for her to be able to travel to Israel smoothly? (Thinking of booking those flights on sale now)

An Israeli citizen who left the State of Israel prior to age 12 (IINM) and hasn't resided or spent more than 90 days per year since then (might actually be even less than that) is exempt from military service. If she can have documentation on hand to prove that claim, and be armed with the knowledge of the law (and maybe even have a copy of such along with her) she should be OK.

If it ainít broke donít fix it. The Gra directly addressed the shita of צמצום in considering them kofrim in one of the letters. Thatís not to say there were no other factors.
