A much more widely available sefer is the חומש שי למורא which has a letter from the Rebbe printed there. It is not a haskama. It is a letter of guidance and suggestions, along with brochos.

I don't think connecting through an airport will put you on the list.
Either way, I'm almost sure you won't see anybody enforcing the quarantine....

Being in a bad zone for less than 24 hours, does not require quarantine. (New York)
