Of the dishes belong to a non-Jew they don't have to be toiveled. I guess if you take them as a souvenir to would have to toivel them now that you took ownership of them.
He said they came sealed in the ksml package, iirc. You don't assume the kashrus agency took care of it?

What kind of real dishes were they? Were they just real compared to disposable, or they were "real" real? If they were real dishes, i don't think you can even use them the first time without toiveling therm. The fact that they may have been intended to be thrown out doesn't change their factual status as non disposable. If so, i would assume the kashrus agency made sure they were toiveled. (I know, never assume anything when it comes to kashrus.)
There is no tevilas keilim on ones belonging to a non-jew. In addition there are differences of opinion regarding various types of dishes.

Even if it only belongs to the non-jew now but belonged to a jew along the way. Especially in this case where the caterer would not have an obligation of tevila since they only have it in order to sell. In fact, even if the caterer did tevila it probably would not help for the Jew who owns it later.
